CPNP Notification (KosmetikV)

All cosmetics that are placed on the market in the EU must be displayed or “notified” before they are placed on the market. This is provided for in Regulation (EC) No. 1223/2009 on cosmetic products in Article 13.

The Cosmetic Products Notification Portal (CPNP) is an online portal that enables standardized and centralized notification of cosmetic products in all member states of the European Union. Every cosmetic product that is placed on the EU market must be registered on this portal.

Import into the EU

As the responsible person, the importer must report the import of cosmetics to the competent supervisory authority. This must appear on the product with name and an address based in the EU. In addition, the country of origin must be indicated. The responsible person must ensure that all legal regulations are complied with. If a cosmetic product is already properly on the market in one EU country, it can also be marketed in other EU countries. However, there are still individual regulations that need to be complied with, such as the information in the national language.

Important: If you import your cosmetic products from a third country into the EU, you must be able to present the CPNP reference number as well as the product safety report and the material safety data sheet MSDS for customs clearance.
